RECOGNITIONS: Officer Cobb has been recognized by the administration staff and academy staff for her knowledge and expertise while working Central and was offered the opportunity to teach a class regarding Central Security.

LEADERSHIP ROLES:  Officer Cobb takes it upon herself to assist in training her fellow peers while maintaining her professionalism and positive attitude.

MENTORSHIP:  Officer Cobb, although she is not a supervisor, has assisted in training rookies.  Officer Cobb demonstrates responsibility and respectability amongst her fellow officers.

Officer Fernandez assumes a pivotal leadership role on a daily basis, consistently serving as a dependable source of guidance for fellow staff members in the execution of their daily responsibilities. Her expertise and reliability make her a sought-after figure within the team, where colleagues regularly turn to her for direction and support.

Officer Fernandez demonstrated unwavering altruism by promptly committing to the selfless act of becoming a Bone Marrow Donor. Her altruistic decision to donate bone marrow directly contributes to the potential salvation of lives, particularly for patients grappling with life-threatening blood diseases. For some individuals, such a donation represents their sole opportunity for survival or a potential cure. Ms. Fernandez's commendable commitment to this impactful cause exemplifies her compassionate and humanitarian spirit.

In her current assignment, she supervises sworn detention officers and civilian staff.  The success of the Sheriff’s Office relies on the efforts of its employees and their abilities to organize and direct coworkers to not only reach goals but to complete daily challenges with excellence.  Sgt. Perez is a perfect example of an employee with these qualities.  

She shows up to work every day with a willingness to take on leadership responsibilities and has significantly contributed to reaching goals while setting a positive example for others to follow.  Her efforts did not go unnoticed last year when Sheriff Wiles recognized her section with a Unit Citation Award.

Officer Delgado is the first female at the El Paso County Jail Annex that has made it up in ranks in the Special Response Team as the Assistant Squad Leader.  Due to her work ethic and performance, Officer Delgado has been selected among all the officers at the Jail Annex to attend the Baton Instructor Course Certification offered by Peacekeeper Products International at Collin College Public Safety Training Center in McKinney Texas on April 1st and 2nd of 2024

Has garnered acclaim as Jail Annex Facility Sewing Detail Officer. A role that she brings a unique blend of innovation, leadership, and engaging in teachable techniques. Her instructional approach not only imparts her knowledge effectively, but also inspires her learners. Ms. Magallanes is frequently called upon to share her expertise and knowledge, reflecting the high regard in which her instructional capabilities are held by peers and learners alike.

EXPERIENCE: 24 years

RECOGNITIONS: Administrative Excellence Award 2012 and 2022, Achievement Citation Award 2013, Firefighter of the 3rd Quarter 2018, Unit of the Quarter and of the Year 2022, Texas Commission on Fire Protection Advanced Structure Firefighter Certification 2023.

LEADERSHIP ROLES: The Educator/Instructor for the 911 Communications Dispatcher and Call Taker for Police, Fire and EMS. Instrumental in Accreditation for the 911 Communications Division of the EPFD, Peer Support Counselor.

EXPERIENCE: 36 years

RECOGNITIONS: Paramedic since 1993, EMS Supervisor since 1993, Lieutenant for EPFD since 2000, Cross trained to Firefighter in 2000, recognized as Paramedic of the year by the American Legion in 2003, Firefighter of the 4th Quarter and of the Year 2018, Multiple letters of Praise and Appreciation from Civic Groups for providing CPR and First Aid classes over the time of her employment with City of El Paso, Lifesaving Award 2014.   

LEADERSHIP ROLES: Has been a Supervisor for the El Paso EMS since 1993 and Lieutenant for the El Paso Fire Department since 2000.

Detention Officer Crystal Rodriguez has been employed with the El Paso County Sheriff’s Office for over 2 years. She is one of the most knowledgeable female armed officers on shift. Officer Rodriguez is a member of EPSO Honor Guard. She also volunteers with EPSO Women Behind Badge mentorship program. Some characteristics we accredit to Officer Rodriguez are responsible, analytical, focused, critical thinker, and a strong team player. Officer Rodrigez is constantly setting goals for herself; she is currently studying Forensic Science and continuing her education. She is constantly improving her physical strength and endurance to perform her daily duties.

EXPERIENCE: 9 Years with EPPD in the Narcotics and Crimes Against Children.

LEADERSHIP ROLES: After serving as a detective in the Crimes Against Children Unit for five years, Det. Marquez took the initiative to completely transform its representative Challenge Coin. One side of the coin now portrays a guardian angel in the form of a uniformed officer, cradling a young child. On the other side, the outline of Texas is featured, with a child's handprint placed over the location of El Paso. Encircling the coin's outer edge is the powerful inscription, "Rescue the week and the needy, Deliver them from the hand of the wicked". Through her redesign, Jessica has undeniably made a significant and positive impact on the culture, history, and overall perception of the Crimes Against Children Unit.

MENTORSHIP: Detective Marquez has developed an educational and captivating slideshow tailored for high school students. Over the past couple of years, she has taken pleasure in working with high schools, shedding light on the involvement of the Crimes Against Children Unit in various cases. This initiative has not only fostered a platform for constructive engagement between police officers and students but has also established a secure environment where young individuals can directly seek assistance if required.

COMMUNITY SERVICE: Det. Marquez noticed a lack of connection between the Child Advocacy Center and the children residing at the Lee Moore Home. In response, she decided to take matters into her own hands and organize a Field Day event. This event aimed to bring together the detectives from the Crimes Against Children division and the young residents of the home.

Ashley Rosiles has been one of my closest friends. I have known her since I was seven years old and have grown with her since then. She is one of the strongest human beings I have ever met. Her courage and dedication has taken her far and beyond, as she is always motivated to serve her community and strive to do better; her determination and leadership has driven her to become the person she is now. She always takes with great pride her work and I could not be more proud of her. I really hope she gets the admiration she deserves for all her hard work.

She was accepted into the El Paso Police Academy and completed the Academy in January 2016. She went on to complete a Master’s Degree in Accounting while working full time as a patrol officer and as a single mom of a toddler. She worked as an officer at Northeast Regional Command, the Metro Unit and the Crisis Intervention Team. She then promoted to Detective in 2021 and was selected to work in the White-Collar Unit in 2022. 

In July 2018, she was interviewed by KTSM Channel 9 and recognized for her volunteered time with the Big Brothers Big Sisters “Bigs in Blue” outreach program. In June 2022, she was recognized for volunteering in the all-female Color Guard assembled for a Women's Veteran Luncheon. 

In March 2022, she volunteered to participate as a member of the contract negotiation team and helped negotiate the insurance for the Police Department. She has also played a vital role in bridging the gap between local law enforcement and federal agencies by building working relationships and promoting their assistance to the other members of the unit.

Officer Ersi Madrid #2945 for her dedication and supervisory work performance as an Acting Sergeant at Central Regional Command, overseeing Day Shift Patrol Operations. Since 12/14/2022, Officer Madrid has been temporarily promoted to an Acting Sergeant, overseeing the field operations of the CRCC Day Shift Patrol. 

Officer Madrid was asked and immediately accepted the massive responsibility of overseeing her own shift as a sergeant, along with all the included responsibilities that rank holds. Within a very short period of time, Officer Madrid acclimated to the assignment very quickly and has excelled at her new assignment. 

Officer Madrid has always treated fellow officers with dignity and respect, which in turn, the officers on the shift have accepted Officer Madrid as a supervisor which is not an easy task dealing with more senior officers in the department. 

Officer Madrid has earned and built the trust of our officers, civilians and supervisors whom she works with at Central Regional Command. Officer Madrid has been observed setting the highest standards and holding herself and everyone in our organization accountable for maintaining our standards and the mission of the El Paso Police Department. Officer Madrid has been communicating horizontally, vertically, openly, transparently, and continually with all parties involved. Officer Madrid has been observed mentoring, evaluating, and recognizing her team members honestly and fairly. Even with such a new stressful duty assignment, Officer Madrid is still having fun by embracing her responsibilities with enthusiasm and optimism.

Officer Madrid has taken on this duty head-on and has handled several critical incidents, crime scenes investigations and emergency situations with professionalism. Officer Madrid is a very responsible professional asset to the El Paso Police Department and Central Regional Command Center.

13 years with EPPD. 6 years as a police officer, 7 years as a police detective (7 years of detective experience; CAC- 4 years and CAP- 3 years)

RECOGNITIONS: Officer of Month 2011 (Westside Patrol) – Detective of the Month June 2023 (Major Crimes)

LEADERSHIP ROLES: Det. Zamora is seen as an informal leader amongst her colleagues and supervisors. She can influence other employees positively because of her great reputation and credibility in the workplace.

MENTORSHIP: As a senior detective, she has provided guidance and direction to new detectives during her tenure with the Crimes Against Children and Crimes Against Persons section. Specifically, her peer training provides new officers with many hours of instruction in the task skills of investigation.

COMMUNITY SERVICE: Det. Zamora has been recognized for her efforts and commitment in helping numerous victims and less fortunate families:

-    Participates with the Annual Crime Victim’s Memorial Reading Victim’s Crime (paying tribute to victims in the El Paso community who lost their lives to violent crime).

-    Recognized by the Center Against Sexual & Family Violence (CASFV) for her efforts and contributions to victims of sexual assault and violence.

-    Participates in collecting gifts and food for less fortunate families during the holiday season. 

-    Participates in the annual “Shop with the Cop” events, which strengthens the relationship between law enforcement and the local community while spreading joy during the holiday season and for needed school supplies for the upcoming school year.

Her exceptional leadership serves as a beacon of inspiration, motivating others to strive for excellence, while fostering a positive and motivating atmosphere for all. 

Her as a part of our team, as her commitment to mentorship has been pivotal in nurturing the talents and skills of those around her, enabling them to reach new heights in their professional development. Her willingness to share knowledge, provide guidance, and offer support has left a lasting impact on the careers of many. Additionally, her ability to train officers and ensure their preparedness in handling various criminalistic matters in the field has not gone unnoticed.
